Is a fully open-source draw.io possible?

According to <https://github.com/jgraph/drawio#license>:

  The source code authored by us in this repo is
  licensed under the Apache v2. The full core is
  open source, but the are some boundary functions
  that are difficult to publish in a way we can
  maintain them.

That leaves it unclear what is and isn't open-source.

The same README refers to a "recommended Docker project". However, that project appears to use the <https://github.com/jgraph/drawio> repository with the unclear licence. (Evidence at <https://github.com/jgraph/docker-drawio/blob/05c4a673d9bd4e272ce9b3ac28e504c705f92456/.github/workflows/docker-image-main.yml#L35> and <https://github.com/jgraph/docker-drawio/blob/05c4a673d9bd4e272ce9b3ac28e504c705f92456/main/Dockerfile#L12>, taken together.)
