First thing to note is that it asks for ALOT of details about your startup. Second, it's not a well thought out survey. For example, if you select the "bootstrapped" option when specifying your funding status, you are still supposed to specify VCs, funding date, and verification / social proof of funding. Then, there is a section about the startup's country with a footnote "Your company’s billing entity must be based in a [Google Cloud territory]." When you follow the link to Google Cloud Territory, you land on this deadend page: https://cloud.google.com/gcp-territory-list, mentioning instead "Please refer to the Program Guide definition of Territory to access the current list of countries in which Partners may resell Google Cloud Platform" but it's not obvious what this even alludes, at least no meaningful results came back from Google search.
