Why doesn't Apple provide searchable docs for Swift?

I started learning Swift for iOS development and can't find a good way to search the Swift built-ins and standard library.

The language is 7 years old. How can a project go on for so long without such basic tooling for developers?

Does Apple have any PMs responsible for iOS app developer onboarding and velocity?
