What problem is Noia.Network solving that isn't solved already?

I've been hearing about Noia for a while https://noia.network/. There is a tech overview video by their CTO, https://www.youtube.com/watch?v=ycwXtdKzdn0&feature=emb_title.

For the most part, it makes sense to me. However, I am struggling to rationalize how is this different from a typical network overlay, such as https://slack.engineering/introducing-nebula-the-open-source-global-overlay-network-from-slack/.
