`utils.time` – micro library that makes time calculations simpler

I just open-sourced a library that I use from time to time. If you've ever written something like this:

`let oneDay = 24 * 60 * 60 * 1000;`

... to represent the number of milliseconds in a day, then you should find some use for this library, after all.
